It is important to understand the impact public amenities and experiences have on improving quality of life in Kosciusko County, as well as attracting and retaining talent and industries. Therefore, a matching grant program should be implemented for the purpose of creating new public amenities within Kosciusko County. Examples could include part improvements, new recreational opportunities not currently provided within the county, walking trails, public art projects, alley way enhancements, and parklet projects, etc.
Funding Purpose
The Community Amenities and Experiences Program is specifically available to provide funding support to improve the quality of life, aimed at developing new or improving existing public amenities. The funding is designed to provide significant capital to these projects but have a limit of up to 50% of the project budget, with the program grant amount not to exceed $500,000.
Qualified Organizations
Organizations must reside in Kosciusko County. Priority for grants will be given to all municipalities outside the Warsaw and Winona Lake area, as well as non-incorporated areas county to county, represented by Kosciusko County. Beyond this priority, other government agencies and nonprofits would also be eligible to apply for grant funding, assuming their project meets the funding purpose detailed above.

Recent CAP Projects
Silver Lake Community Center
The Town of Silver Lake was awarded a $500,000 CAP grant toward a new $2.85 million community center. The project will feature a gymnasium, multipurpose room, computer lab, exercise space, and more, creating the town’s dedicated hub for events, services, and community connection.
Syracuse Boardwalk Project
The Town of Syracuse received a $500,000 CAP grant to support construction of a new $1.6 million multi-use pedestrian boardwalk along SR13. The boardwalk will improve safety, connect neighborhoods and businesses, and link the town’s trail system between Syracuse Lake and Lake Wawasee.
